Bombs kill 15 in Nigeria's Kano: Police

KANO, Nigeria (Reuters) - Multiple bomb blasts in Nigeria's biggest northern city of Kano killed 15 people on Monday, a senior policeman said, in an area previously targeted by militant Islamist group Boko Haram.

Several witnesses said they saw dead bodies after hearing multiple blasts at around 9:30 p.m. (2030 GMT) in the Sabon Gari district, a predominantly Christian area dominated by ethnic Igbos from the southeast.

"In all bomb attacks 15 were killed," the policeman in Kano told Reuters, asking not to be named.

Military spokesman Ikedichi Iweha confirmed there had been a bomb explosion but gave no further details.

"I heard two explode around Enugu Road and another two near Forest Villa Hotel," said local trader Emeka Mike. "After the blasts I saw many bodies lying on the ground."

The military did not say who was suspected of carrying out the bombings, but Boko Haram killed at least 25 people in multiple bomb blasts in Sabon Gari in March.

A concerted military crackdown in Boko Haram's northeast stronghold since mid-May has weakened a 4-year-old insurgency, which is fighting to carve an Islamic state out of religiously mixed Nigeria.

But it has also pushed the militants into hiding and security sources had feared attacks could spread to other areas of northern Nigeria like Kano or to neighbouring countries.

Militants have also shifted their focus away from security forces onto civilian targets, killing children in at least four school attacks over the past month and killing 20 civilians in an attack on a remote northeast village last weekend. In college towns, poverty dips without students

Talk about your struggling college students.

A new report released Monday by the U.S. Census shows that two Florida cities with large concentrations of college students experience big declines in poverty rates when college students aren't counted.

The poverty rate in Gainesville, home of the University of Florida, declines 15.5 percentage points when college students not living with relatives are excluded. In Leon County, home of Florida State University, the dip is 11.5 percentage points.

Both cities have poverty rates significantly higher than the national average of 15.2 percent.

Including college students, more than a third of all residents in Gainesville live below the poverty line. In Tallahassee, it's under a third of all residents.

The report suggests students artificially inflate poverty counts.

INDIANAPOLIS

Indianapolis Motor Speedway is one of the biggest tracks on the NASCAR Sprint Cup circuit, and it hasn?t always been conducive to a lot of passing.

That?s been a topic of concern for some fans, and Sunday?s Samuel Deeds 400 at The Brickyard probably didn?t do anything to ease those concerns.

However, Columbus native Tony Stewart said that fans don?t need passing to have excitement.

?It?s a flat 2?-mile oval,? Stewart said. ?It?s always been tough to pass here. It wasn?t any tougher today than it was any other day. With the competition as tight as it is, you aren?t going to get to where you can just rip around each other unless you?re way off the pace.

Solid Energy fined over miner's serious injury

Solid Energy's Spring Creek mine. - Source: ONE News

Failing to protect a miner from a large block of falling coal at Solid Energy's Spring Creek mine has cost the company a fine of $71,000 and reparations to the victim of $46,000.

The company pleaded guilty to one charge under the Health and Safety in Employment Act and was sentenced today at the Greymouth District Court.

Paul Burton, an experienced miner, was working underground in July last year cutting a connection between two parallel roadways when the large block of coal fell on the back of his neck and body, knocking him to the ground.

He spent time in Burwood Hospital's spinal unit after the incident and has been left with serious spinal injuries that make movement difficult.

The Ministry of Business, Innovation and Employment said its investigation discovered five of the company's safety requirements were not followed.

"Safety critical steps like these have been developed because people have died in the past. The steps aren't optional - they are mandatory and each step must be followed," said Tony Forster, the Chief Inspector Mining of the Ministry's High Hazards Unit.

The company should also have installed a mesh cage or curtain in the area to protect employees from the risk of falling coal, Mr Forster said.

This technology has been available for some time, he said.

"New Zealand may be isolated geographically but that does not mean we should be behind with health and safety developments."

Solid Energy is this country's largest and most experienced coal mining company, and its failures resulted in serious, long-term injury to an employee who should have been able to expect to go home safe from his shift at the mine," Mr Forster said.

Union welcomes penalty

The EPMU is welcoming the fine and reparations imposed.

EPMU organiser Garth Elliott said Mr Burton's right side was paralysed when the slab of coal fell on him.

He had to undergo major surgery to repair spinal cord damage, including having two plates inserted into his neck, Mr Elliott said. Mr Burton still suffers from some paralysis and is unlikely to ever work as a miner again, he said.

He said it is appropriate that Solid Energy has been fined for its serious safety failings.

"The injuries Paul has suffered as a result of Solid Energy's failures have impacted his earnings for the rest of his working life. These reparations are welcome but they can never compensate Paul for what he has lost."

Mines are hazardous places to work but there are steps that can be taken to minimise risks, Mr Elliott said.

"This outcome shows the importance of stronger safety laws in our mines. We hope Solid Energy has learned from its failings and puts processes in place to make sure it doesn't happen again."

At least seven injured, three critically, after blasts rock Florida propane plant

Tyler Mackenzie Photography

A series of explosions engulfed a propane plant in flames in Tavares, Florida, late Monday. This photo was taken at 11.36 p.m. from a location between 1-2 miles from the blast.

By M. Alex Johnson, Staff Writer, NBC News

A series of explosions engulfed a propane plant in flames in Tavares, Fla., late Monday, injuring at least seven people ? three of them critically ? and forcing evacuations for a half-mile around the scene, authorities said.

The explosions began as a fire spread through the Blue Rhino plant in Lake County,?near Orlando,?about 10:30 p.m. ET, Lake County sheriff's Lt. John Herrell told reporters early Tuesday. Seven people were taken to hospitals, two by helicopter, he said. All of them were in the plant when the fire started.

Watch live coverage on WESH-TV

Residents of the area told NBC station WESH of Orlando that flames from the explosions could be seen for several miles, but there were no reports of damage to the surrounding buildings. ?

Flames from the Blue Rhino propane plant in Tavares, Fla., seen from the air Monday night.

"It sounds like bombs are going off," Norma Haygood, a nearby resident, told WESH.

No deaths were immediately reported, Herrell said. Three male victims were in critical condition, the Orlando Regional Medical Center, told NBC News.?

Two were airlifted, while a third was still being transported by ambulance at 3:00 a.m ET. ?

Authorities initially declared a one-mile evacuation zone around the plant, but they later scaled that back to a half-mile, effective until 6 a.m. ET.?

"We feel that there is no longer any danger" to the area around the plant, Herrell said.

Twenty-four or 26 people were scheduled to work the night shift at the 33,000-acre facility, according to plant managers, Herrell said. Authorities initially said 15 people were unaccounted for, but Herrell later said the company's management said that they had accounted for all of the people it knew were in the plant at the time of the initial explosion.

NBC News/Bing Maps

Some of them showed up at others location, according to Blue Rhino, Herrell said. He said he had no further information on where the others were.

The plant housed about 53,000 20-pound propane cylinders, Herrell said.

"They store the propane cylinders on different parts of the property, and as the fire spread, there were more and more explosions," he said.?

Explosions continued but were diminishing at 1 a.m. ET Tuesday, 2? hours after the first blasts were reported.

Don Ingram, former plant production supervisor at the plant, said his son felt one of the explosions in their home 6 miles away.

Ingram told WESH that the back area of the plant is "lined with propane tanks stacked four or five high on plastic pallets."

"I don't think you fight this fire," he said. "It's just too dangerous."

Blue Rhino is a subsidiary of Ferrellgas Partners, the second-largest distributor of propane in the U.S.

Cleveland sex offender faces additional charges in murders of three women

EPA / DAVID MAXWELL

35-year-old registered sex offender Michael Madison appears in court at his bond hearing in East Cleveland, Ohio, 22 July.

By Kim Palmer, Reuters

CLEVELAND - Accused serial killer Michael Madison faced additional charges on Monday in connection with the slayings of three women whose decomposing bodies were found wrapped in plastic bags around his suburban Cleveland home.

Madison, 35, a convicted sex offender, already was charged with aggravated murder and kidnapping in a case reminiscent of 11 slayings committed several years ago by Anthony Sowell, one of Cleveland's most notorious mass murderers. A grand jury on Monday charged Madison with raping his victims and abusing their corpses.

Three charges of aggravated murder are made against 35-year-old Michael Madison.

Madison was arrested July 19 after police, drawn by the stench of decomposing flesh, discovered the remains of Shirellda Terry, 18, in a garage behind his apartment in East Cleveland.

The following day the body of Shetisha Sheeley, 28, was discovered in a weeded lot two houses from Madison's apartment, and the remains of Angela Deskins, 38, were discovered in the basement of a vacant house near his home, according to police.

Two of the victims, Terry and Sheeley, were found to have been strangled. The cause of Deskins' death has yet to be determined.

During a police interview, Madison mentioned the name of Sowell, a Cleveland serial killer, according to East Cleveland Mayor Gary Norton. Sowell was convicted of murdering 11 women and dumping their bodies in garbage bags in and around his home in 2009.

Aggravated murder is a capital offense in Ohio, but prosecutors have not decided whether they would seek the death penalty if Madison were convicted.

East Cleveland Municipal Judge William Dawson ordered Madison on July 22 to remain held on a $6 million bond. He is expected to be arraigned later this week.

Madison was confined in the same lockup as Ariel Castro, the former school bus driver who pleaded guilty to abducting and holding three young women captive in his home for roughly a decade during which they were starved, beaten and sexually assaulted.

He faces life in prison without parole plus 1,000 years under a plea agreement reached with prosecutors. His sentencing is scheduled for Thursday.?

Grabowsky Loses Latest Legal Challenge To Prevent Montclair ...

A graphic of the Kensington assisted living facility in White Plains.

A graphic of the Kensington assisted living facility in White Plains.

An assisted living facility is still slated for development in downtown Montclair, despite efforts by local developer Dick Grabowsky to oppose it. The Appellate Division of the Superior Court of New Jersey affirmed the trial court judgment dismissing Grabowsky?s challenge to the Township ordinance that amended the redevelopment plan to include an assisted living facility as a permitted use on the Church Street Lot.

An opinion published Friday states that Grabowsky argued that the ordinance amending one of the town?s redevelopment plans to include an assisted living facility as a permitted use for a particular site is invalid because the Ordinance conflicts with the Township?s Master Plan and both the Council and the Planning Board failed to state their reasons for the departure as required by N.J.S.A. 40A:12A-7(d) and (e). Grabowsky also argued that Mayor Fried and Councilman Lewis should have been disqualified from voting, citing that both Fried and Lewis were members of the Unitarian Universalist Congregation Church (the Church) located next to the parking lot to be redeveloped, and that Fried had commented it would be beneficial for his elderly mother if an assisted living facility were constructed in town.

Grabowsky, who originally filed suit against the town in June 2012 and lost in August 2012, can still appeal this latest decision, by filing a notice of petition for certification to the New Jersey Supreme Court seeking permission to appeal.

Martin Schwartz, a recently appointed member to the Planning Board and an early opponent of locating the Assisted Living facility (ALF) directly within Montclair?s core downtown area, agrees with Grabowsky.

?There is a place for this assisted living facility in Montclair, but it?s not smack in the middle of our downtown where we have just spent $1 million to create a pedestrian mall designed to enhance other rateables there by better connecting the Park and Church Street center,? says Schwartz. ?The Fried Council vote to change the use there, which effectively authorized this facility, totally undermined the original economic development goal of the Church Street redevelopment plan. It?s one of the most bone-headed decisions we?ve made over the years.?

Grabowsky tells the Montclair Times he will appeal, adding ?while the current administration may have its hands tied, it should most assuredly not allow the PILOT [payment in lieu of taxes] tax reduction scheme for this project.?

?We?ve continued to shoot ourselves in the foot from a lack of political sophistication dealing with certain developers who just take us to the cleaners,? says Schwartz. ?They continue to come in with eleventh hour, ostensibly must-have needs and required concessions that until recently ? our boards and council just rolled-over on without proper due diligence. Fortunately, this Council is more sophisticated, and is turning the situation around.?

Schwartz, who has commented before on what he sees as previous councils giving passes to developers, says while the ALF may provide a good new ratable on its own, that would be true of almost any business built there. What the ALF doesn?t do is provide the ancillary economic activity that would have come from an apartment or commercial office building or a hotel on the site.

Harvey Susswein, who ran for Montclair mayor last year and was vocal in his opposition of the ALF, elaborates. ?I continue to view the assisted living/nursing facility as contributing little to the revitalization of our downtown. Such facilities tend to be inward focused. Few residents go out regularly. The staff have big hearts, but small wallets for spending in restaurants and Church Street boutiques. Overall, the project is a disappointing underuse of one of the few undeveloped downtown properties.?

Third ward Councilor Sean Spiller had characterize the ALF as a done deal before the current council took office, and Susswein says it?s not clear what the Jackson council could have done had they wished to roll back the approvals by the prior council, adding that such action would have invited a major lawsuit from the developer who would claim that they had already invested millions in design and planning.

The recent loss of a development opportunity on the former Social Security site underscores that buildable downtown properties are scarce. ?We need to encourage the highest and best use of such properties, not be seduced by the siren song of short term ratables,? says Susswein.

Last September, the Montclair Planning Board approved the application by Montclair Kensington Urban Renewal, LLC for the assisted living facility. The ALF is expected to have 88 units and a maximum number of 131 residents. At least 71 percent of the Kensington?s residents would be ambulatory; half of the residents would have memory impairments.

When Survey USA polled 500 voters for Baristanet last year, 39 percent opposed the assisted living project, 34 percent were in favor of it and 27 percent were unsure.

Tropical Storm Flossie threatens 'life and property' on Hawaii

The Weather Channel

The latest forecast path and wind speeds for Tropical Storm Flossie from the National Hurricane Center.

By Henry Austin, NBC News contributor

Flash floods, mud slides and dangerously large surf could "threaten life and property," officials warned as Tropical Storm Flossie continued its westward march toward Hawaii.

Beaches, harbors and three ports on the Big Island and Maui were shut and emergency shelters were activated as the island state?braced itself for winds of up to 50 mph with higher gusts and torrential rainfall,?according to NBC station?KHNL.

After issuing a tropical storm warning for the state capital Honolulu as well as Hawaii County, Maui County, and the island of Oahu, officials urged people to take the ?appropriate precautions.?

?Be alert to Flash Flood WARNINGS because flooding may occur rapidly and threaten life and property,? Hawaii?s Civil Defense Division said in a statement?Sunday.

?Evaluate your family?s emergency plans and check your emergency Kits,? it added.

The emergency department on Oahu also said residents should have a seven-day supply of food and water on hand as well as flashlights and spare batteries.

The storm is expected to weaken by the time it hits land, but National Weather Service meteorologist Mike Cantin said that gusts of up to 60 miles per hour would likely knock down power poles and blow away loose objects. ?

He added that people should be careful of trying to walk or drive across water if flooding does occur.

?It takes about six inches of water to knock you off your feet and 12 to move a vehicle,? he said in a statement?late Sunday.?

The Big Island and Maui were expected to bear the main brunt of the storm, which is forecast to drop a minimum of six to 10 inches of rain, with higher amounts on the eastern side and less on the western side of islands.

Waves of 12 to 18 feet are expected for the Big Island and Maui, with surf of 10 to 15 feet on other islands.

"If you're preparing your home, you should be rushing those preparations to completion," Cantin added.?

Flossie, the sixth named storm of the eastern Pacific hurricane season, formed just over 1000 miles west-southwest of the southern tip of Mexico's Baja California Wednesday, according to weather.com.?

The center was expected to pass near the Big Island and Maui on Monday morning and then south of Oahu several hours later on Monday evening into Tuesday morning.

Bob Mansfield, Apple's Secret Executive Leading ... - Business Insider

Yesterday, Apple executive Bob Mansfield vanished from the company's page listing its top executives.?

"Bob is no longer going to be on Apple?s executive team, but will remain at Apple working on special projects reporting to [CEO] Tim [Cook]," Apple spokesman Steve Dowling told All Things D.

It's just the latest twist for Mansfield, who?has one of the most intriguing stories at Apple in the last year.?

Mansfield was appointed Senior Vice President of Technologies, a new group working on wireless technologies, last fall. Prior to that, he was SVP of hardware engineering, where he oversaw development of the iPhone and iPad.?

In June of 2012, Apple put out a press release say Mansfield was retiring. Two months later, he un-retired, deciding to stay at Apple for two more years.?

When Mansfield's retirement was announced, CEO Tim Cook reportedly almost faced an insurrection. The people working in the hardware engineering division did not believe Mansfield's replacement, Dan Ricci, was ready to take over.?

CEO Tim Cook talked Mansfield into staying by offering him a big pay package, a new role, and by firing someone Mansfield didn't like.?

Mansfield's total compensation last year made him the second highest-compensated executive on the S&P 500.??He got $85.5 million, almost all of it in stock,?according to Bloomberg Businessweek.

In addition to the money, Cook may have put Mansfield in charge of the most exciting new project at Apple since the iPhone.?

Mansfield is reportedly?overseeing development of the iWatch, Apple's next major product.?

Mansfield may have been less enthusiastic about developing the iWatch if Cook hadn't fired Scott Forstall?last October.

Forstall was the executive who led the iPhone and iPad software group. He was a polarizing figure inside Apple. While he did a lot of incredible work for the company, he was also despised by other executives for being a bit of a jerk.

Mansfield reportedly couldn't stand to be in the same room as Forstall.?

Our speculation is that development of the iWatch would have been the kind of job that required close collaboration between Forstall and Mansfield. After all, Mansfield led the development of mobile hardware and Forstall led development of mobile software.

If Mansfield couldn't stand being in the same room as Forstall, there was no way he was going to work closely with Forstall to develop the iWatch.?

We're guessing Cook's decision to let Forstall go made Mansfield more enthusiastic about staying to create Apple's next blockbuster product.?

So why did Mansfield's bio disappear from Apple's executive page??He probably spent the last year as an executive leading the transition of the hardware engineering group. He's probably done with that, and focusing only on the iWatch.?

Plus, Apple is Apple, and it likes mystery and secrets.

If Mansfield is overseeing the iWatch, and iWatch proves to be the next major product for Apple, ?the retention of Mansfield may ultimately prove to be the best thing Cook does in his first year as full-time CEO of Apple.?

Apple's success comes from creating industry-defining new product categories and owning them for years. It's been almost four years since the iPad. If the company is going to get its mojo back, it needs a breakout product. Perhaps Mansfield's iWatch will be that product.

ERLANGER, Ky. (AP) - Toyota says it will add 200 jobs at a manufacturing plant in Indiana as it looks to boost production of its Highlander mid-size SUVs starting next year.

The automaker said Friday that it will invest $30 million into its Princeton, Ind., plant with the goal of increasing production of the SUV.

The company says that will create more than 200 new jobs, boosting employment at Toyota Motor Manufacturing Indiana Inc. to roughly 4,700 workers.

The plant builds a gas version of the Highlander and will begin producing a hybrid version before the end of this year.

In the past 20 months, Toyota has invested about $2 billion in plants in the U.S. and Canada to boost production while adding more than 4,000 jobs.

3 dead when bus carrying teens crashes in Indiana

INDIANAPOLIS (AP) ? The Indianapolis Fire Department says three people were killed when a bus carrying teens from a church camp crashed on a busy thoroughfare near Interstate 465.

The bus was carrying 40 passengers who are members of Colonial Hill Baptist Church and were returning from camp when the crash happened Saturday afternoon.

Indianapolis Fire Department spokesman Capt. Rita Burris confirms the deaths and says survivors were being taken to area hospitals. Those injured include children and adults.

Some of the victims were taken from the scene by helicopter.

An Indiana Department of Transportation camera showed the bus overturned on its side.

Roads near the scene were closed, and hazmat crews were in the area cleaning up diesel fuel that spilled.

Forest fires in Canada: managing a growing risk

On the morning of June 30th, twenty elite forest fire fighters known as Hot Shots prepared for a tough day of work. Their job ... try to control a wildfire that was raging over thousands of acres near the town of Yarnell, Arizona ... an area gripped by drought and heat. The blaze was sparked a few days earlier when tinder-dry grass was set aflame by a bolt of lightning.

By the end of the day ... nineteen of the men were dead. The lone survivor of the crew was acting as a look-out and watched as wind abruptly changed and the fire bore down on his crewmates.?

The nineteen men deployed their emergency fire shelters ... a last ditch effort to save their lives ... but the shelters proved useless against the oncoming inferno. The deaths of the nineteen fire fighters made this the deadliest forest fire in the U.S. since 1933.

Canadians have been more focused on floods than on wildfires this summer. But little more than two years before a flood devastated the Alberta town of High River, large swaths of another Alberta community - Slave Lake - were destroyed by wildfire. That, and other destructive forest fires ... like the 2003 fire that consumed hundreds of homes in Kelowna, British Columbia ... highlighted the need to manage forest fire risk and better understand fire behaviors and patterns.?

Laura Lynch talks to?Mike Flannigan?and?Brian Stocks, about why it is becoming so difficult to ensure the safety of the people who fight forests fires and the communities and ecosystems they work so close to.?

Mike Flannigan is a professor with the Department of Renewable Resources and the Director of the Western Partnership for Wildland Fire Science at the University of Alberta. Dr. Flannigan also leads the US National Assessment on Global Change.?

? ? ? ? ? ??

And Brian Stocks has spent thirty years researching forest fire behavior. He's worked as a senior researcher for the Canadian Forest Service, and his work contributed directly to the development of the Canadian Forest Fire Danger Rating System.?

Report: Govt to approve ban on alcohol sponsorship of sports events

A ban on drinks companies sponsoring sporting events looks set to be approved by the Government.

According to the Sunday Business Post, Ministers have agreed in principle to the ban last week and a memo will be brought to Cabinet after the Summer recess.

There had been divisions between Ministers over the plans, but it is understood they have been settled on condition that sports organisations are compensated for lost revenue.

It is believed new measures, including a special tax on alcohol or exchequer grants, could now be introduced to replace the sponsorship revenue.

Rugby union maybe saving grace for Benji Marshall

By Adrian Warren

ARU chief executive Bill Pulver says Benji Marshall is a unique athlete who can re-energise his career by moving to the 15-man code from rugby league.

New Zealander and long-time Wests Tigers NRL star Marshall has declared he wants to switch to rugby union and is a player of interest to the ARU despite reportedly having no desire to represent the Wallabies.

Pulver said he understood Marshall's manager had held discussions with the Waratahs and Rebels, while he had spoken to the player as well.

"Its pretty clear that there's interest in (Marshall) playing rugby next year, so some of the discussion really has to happen at a Super Rugby franchise level first," Pulver told AAP.

"I know that's going on, so we're keeping an open mind.

"My sense is he could really re-energise his career with a change to rugby, so it will be interesting.

"If we've got a chance to get hold of a truly elite athlete like that, it will be a very interesting opportunity."

Pulver said he was confident former NRL star and Wallabies newcomer Israel Folau would recommit to rugby union, but stressed no deal had been done yet despite speculation to the contrary.

"There's a degree of confidence that he's staying with the game, but he's not yet signed, so I won't be comfortable until it's done," Pulver said.

Folau on Friday was named by new Wallabies coach Ewen McKenzie in the 40-man Wallabies training squad for the Rugby Championship starting next month.

"I wouldn't have picked him if I wasn't confident that he wasn't still going to be in rugby," McKenzie said.

He had no preference about whether Folau should play fullback or wing, saying the code hopper had performed well in both roles.

However, McKenzie said his fullback options are Folau, Jesse Mogg and James O'Connor.

Pulver said McKenzie was not under any pressure despite stating his tenure with back-to-back Rugby Championship matches against the world champion All Blacks.

The four-nation Rugby Championship isn't Pulver's major priority for the second half of the year.

"The (Australian) rugby community is desperate to get its hands back on the Bledisloe Cup," Pulver said, referring to the decade-long drought since Australia last held the symbol of trans-Tasman supremacy.

"The Rugby Championship is a wonderful tournament, but there is a real priority around winning the Bledisloe Cup.

"It's been away for way too long."

Cantor Gives GOP Weekly Address: Government Threatening Your Paycheck, Liberties

HOUSE GOP: In this week's address, Majority Leader Eric Cantor unveils a plan to stop to government abuse among federal agencies. From the IRS targeting political and religious groups to wasting millions of taxpayer dollars on extravagant conferences, the waste and abuse of power must stop.

ERIC CANTRO: "All the while, an out-of-touch government in Washington continues to abuse its power and put special interests first while hard working Americans are left to pay the bill.

"Many in Washington have forgotten the most important principle ? that the federal government works for you ? and not the other way around.

"Each week, House Republicans are working to fix this problem. This week, we will address government abuse that is threatening your hard-earned paycheck, as well as your sacred liberties.

"We will cut government waste by passing legislation that prevents Washington bureaucrats from recklessly spending your tax dollars. We will ensure senior government officials accused of serious offenses and unethical conduct won?t be paid while under investigation; we will put an end to lavish conferences and employee retreats by requiring online disclosures and prior approval by senior officials; and we will stop the excessive granting of hefty bonuses to government employees.

"Squandering other people?s money is one of the easiest ways to lose their trust.

"These measures are a step in the right direction toward restoring trust with you, the taxpayers.

"We also will focus on restoring faith in our economy. Intrusive government regulations continue to hurt job growth and make your paycheck smaller. The REINS Act requires Congress to approve any new regulation proposed by bureaucrats that threatens to impact and add costs to our businesses and working families. Cutting red tape makes sense ? it creates jobs and puts more money in your wallet.

"We will also remove the IRS from having anything to do with your health care. A few weeks ago, the White House announced it would delay the employer mandate under Obamacare. The evidence is clear, this law is threatening job growth and turning full-time jobs into part-time jobs. On top of the negative economic and health consequences of Obamacare, the law requires an unholy union between the IRS and your protected health information.

"Recently all of us have been finding out more about the IRS, its activities, and its databases. The doctor?s office is the last place anyone would want to find the IRS. Your health care information is private and should remain so.

"And finally, House Republicans will give you more power to hold Washington accountable. We will move legislation guaranteeing a citizen?s right to record conversations with federal regulators. We will also act to require government agencies to adopt customer service standards. How a government employee interacts with you the taxpayer must be considered when it comes time to evaluate how well they do their job.

"We look forward to passing this agenda, but we need your help.

"Please visit CoSponsor.gov to learn more about these reforms and voice your opinion by becoming a citizen co-sponsor of any or all of these bills.

"You can also go to Twitter and support these measures by tweeting #StopGovtAbuse. This legislation should receive bipartisan support because these are not just reforms we want, these are reforms our nation needs.

"You deserve a government that works for you, not against you. Enacting these reforms is one step towards rebuilding the trust in our government and faith in our economy. Thank you and have a great weekend."

2014 Spark EV test drive: affordable green fun (video)

Spark EV test drive affordable green fun video

We've driven a number of EV's over the years -- from the Ford Focus Electric to the Tesla Model S -- but none have been as affordable as the Chevrolet Spark EV. It costs $19,995, including the $7,500 federal tax credit, and just $17,495 in California, thanks to an additional $2500 credit. The Spark EV is GM's first pure electric car since the company scrapped the EV1 program in 2002. It's a five-door supermini designed to carry four people plus luggage in comfort. While it's primarily a city car, it's perfectly at ease on the highway. We recently got the chance to take one for a spin in lovely Portland, Oregon, so hit the break for our impressions and hands-on video.
